Health Services Policy Research Group (HSPRG)

Since 1996, the Health Services Policy Research Group (HSPRG) has a research team comprised of professional staff, graduate students, and affiliated state and non-profit personnel. HSPRG director Paul Solano, PhD, has 30 years of experience in health economics, public finance, cost benefit analysis, and econometrics. Other members of the team have extensive background in management information systems, epidemiological studies, clinical analysis, and evaluation studies.

HSPRG regularly conducts ongoing research and evaluations of health policies and services at the community, state, regional, and national levels. HSPRG has expertise in evaluations of child and maternal heath, disabled and vulnerable populations, health care labor activities, and substance abuse and its treatment.

The research group has considerable capabilities in statistical techniques for survey research and sampling, cross-section, time series, panel, limited dependent variables, and censored (survival data) as well as the methodologies for cost determination, cost benefit and effectiveness analyses, and economic and financial analysis of health and welfare policies. Moreover, HSPRG has extensive proficiency in the collection of original financial, economic, and epidemiological data, data acquisition through surveying and on-site collection and management of large state and federal data sets, geographical analysis and mapping, and an array of statistical package such SAS, SPSS, and ARCGIS.
